      La première mission fut menée avec Jean-Pierre Lilly et Michel Barreteau. Elle avait pour objectif d’évaluer le programme PAPIC, qui est "un programme européen de financement accompagné d’assistance technique aux PME d’Amérique Centrale". Le projet PAPIC était conduit dans 5 pays, à savoir le Costa Rica, El Salvador, le Guatemala, le Honduras et le Nicaragua. La seconde mission était conçue comme devant servir "d’appui et de contrôle du suivi donné aux recommandations" de la première mission. Elle se déroula pendant 15 jours au Guatemala et au Honduras.
