Il s’agit d’une étude dirigée par Philippe Duvieusart et réaliséée avec Francesco Arcudi, Guillermo Hillcoat et Eustasio Rodriguez. Ce travail a été demandé et financé par la CCE (référence : CC/B/ECO/2/B7-3011/93/106). Le programme AL-Invest, est lui un "programme of industrial cooperation and investment promotion between economic operators from the European Union and Latin America". La conférence inaugurale, où P. Duvieusart intervint, eut lieu les 24 et 25 mars 1994. Étant donné que cette intervention, qu’il réalise avec Guillermo Hillcoat, se basait sur l’étude précitée, les papiers liés à l’étude et ceux relatifs au programme AL-Invest ont été regroupés.
